- In a bowl, combine chicken, soy sauce, garlic, bay leaves, and peppercorns. Marinate for at least 30 minutes.
- Heat oil in a large pot over medium heat. Remove chicken from marinade and lightly brown on both sides.
- Pour in the reserved marinade, vinegar, and water or broth. Bring to a gentle boil without stirring.
- Reduce heat, cover, and simmer for 30 minutes or until chicken is tender.
- Uncover and simmer for 10 more minutes to reduce the sauce. Serve hot with steamed rice.
